alot more than just grades go into figuring APR. They also take into account the number of athleates that start at the institution who graduate. They wave that for one and done type programs like Duke. If they didn't Duke would be on probation for basketball. So while work needs to be done in the classrom no doubt, you cant put everything at admins feet. Work needs to be done on retention and once an atleate makes a commitment to a school, they need to stay

Is each student-athlete academically eligible, yes or no? 2. Did each student-athlete return to campus for the semester, yes or no? It is only "graduation rate" whilst examining the team's semester performance after the individual's final semester of eligibility. So, semester-to-semester retention and semester-to-semester academic eligibility determines a team's APR. The institution must monitor, remediate a problem situation, and create an environment that supports an individual's desire to remain in school. Sounds like it falls right at the feet of ADMINISTRATIVE FUNCTION, Jake.
